NYS Justice Center honors OES Director Angela Romano with Code of Conduct Award

Family & Children’s Counseling Services is pleased to announce that Angela Romano, Director of our Outreach and Engagement Services, has been selected as a recipient of the NYS Justice Center for the Protection of People with Special Needs’ Code of Conduct Award for 2024.  On Monday, Angela was presented with the award by special guest, Justice Center Acting Executive Director Maria Lisi-Murray, at a reception held at our Cortland clinic.  Those honored with a Code of Conduct Award truly embody the Justice Center’s founding principles and ethical standards outlined in the Code of Conduct for Custodians of People with Special Needs. As stated in the code, signed by all staff under Justice Center jurisdiction, award recipients have upheld their commitment to helping help people “live self-directed meaningful lives in their communities, free from abuse and neglect, and protected from harm.”

Awards are compiled by the NYS Justice Center each year. Winners are selected by the Justice Center’s Advisory Council – a group that provides guidance to the Justice Center in the development of policies, programs, and regulations. The council consists of service providers, people who have or are currently receiving services, their family members, and advocates.“Maintaining the nation’s strongest protections for vulnerable populations would not be possible without a dedicated workforce,” said Justice Center Acting Executive Director Maria Lisi-Murray. “We know that most staff choose their profession because they share in our mission to protect that health, safety, and dignity for individuals with special needs. Our Code of Conduct Award is our way of paying tribute to those who go above and beyond in their daily work lives, and lead others by example. Thank you, for all that you do.”

Angela was nominated for the award by two members of her team, Emily Georgia and Matt Cochran.  Emily is the Supervisor for the Rapid Opioid Assistance in Recovery (ROAR) team and Matt is a Certified Recovery Peer Advocate. Both shared remarks at the reception that led to more than a few tears in the room.

Angela is not only committed to the care of those she serves, but she ensures they are seen, valued, and respected. Her leadership fosters a team spirit grounded in empathy, kindness, and accountability, inspiring us all to uphold these standards every day. Whether facing challenging situations or celebrating small victories with the people we care for, Angela’s integrity and dedication remain unwavering,” shared Emily Georgia.

“What sets Angela apart is her ability to connect deeply with each person, understanding their unique needs and advocating tirelessly on their behalf. She approaches every challenge with a calm demeanor, a warm heart, and an innovative mindset, ensuring that the care provided is not only effective but also delivered with the utmost dignity and respect. Beyond her professional responsibilities, Angela’s genuine passion for making a positive impact is evident in her daily interactions. She often goes above and beyond, sacrificing her own time to ensure that each individual receives the attention and support they deserve. Her empathy, integrity, and commitment make her a shining example in our community,” Emily continued.

During her acceptance speech, Angela was true to character.  “I am deeply honored and humbled to accept this Code of Conduct Award.  This recognition is particularly meaningful because it comes from those I work with every day – my dedicated staff and supportive supervisors. First and foremost, I want to thank my incredible team. Your commitment, hard work, and unwavering dedication make everything we do for the individuals we serve possible. This award is as much yours as it is mine. Your integrity, professionalism, and collaboration set the standard, and it is a privilege to lead such an outstanding group of individuals. Every day, you inspire me to strive for excellence, and for that, I am profoundly grateful.”

Members of her family were able to join the celebration with faces that clearly reflected the pride and love they feel for Angela.  “I must also express my deepest gratitude to my dad, whose lessons on respect have profoundly influenced my approach to work and life. He taught me the importance of valuing others, showing kindness, and maintaining integrity in all interactions. These lessons have been instrumental in shaping the way I serve our vulnerable population and work with my team.  Additionally, I want to extend my heartfelt thanks to my husband. His unwavering support, understanding, and encouragement have been my rock through all the challenges and successes. His belief in me has provided me with the strength and motivation to persevere.”

Angela Romano joined Family & Children’s Counseling Services in 2015 ultimately promoted to Director of Outreach and Engagement Services. In that capacity, she oversees mobile outreach teams serving Cortland, Madison and Broome counties as well as the agency’s Rapid Opioid Assistance in Recovery program.  Angela holds a Bachelor’s Degree in Human Development as well as her Advanced CASAC credential and is working towards her MSW degree. She is also a NYS credentialed Peer Supervision Professional. Angela has worked in the recovery community for the last 20 years to end stigma surrounding mental illness, addiction and homelessness. Prior to joining Family & Children’s Counseling Services, she was the program manager of a local halfway house through Catholic Charities of Cortland.

“This award is a testament to the collective effort of our team and the strong leadership that guides us. I am proud to be a part of such an extraordinary organization, and I am committed to continuing our work with the same passion, integrity, and dedication that brought us here today,” Angela shared as her closing her remark.

The Justice Center received more than 100 nominations for this year’s program. Five winners were selected from more than two dozen finalists. Each submission highlighted the dedicated members of our State’s human services workforce. “We couldn’t be more proud of Angela and her dedication to our community to support individuals who struggle with mental health and substance use,” shared FCCS Deputy Director Amanda Stout.  “Angela always responds in a respectful way and advocates strongly for those who are experiencing vulnerability in their life.  Angela additionally leads her team to conduct themselves in a similar manner.  She is truly deserving of this recognition and we are honored that she is a part of our FCCS family.”

About the Justice Center

The Justice Center operates a toll-free hotline for people to report allegations of abuse, neglect, and significant incidents 24 hours a day, seven days a week. Anyone who witnesses or suspects an act of abuse or neglect has been committed can make a report. Because the Justice Center is not a first responder, callers are directed to call 9-1-1 if there is an emergency that requires an immediate medical or police response. The Justice Center has authority to investigate all reports of abuse and neglect in covered facilities and programs, pursue administrative sanctions against staff found responsible for misconduct, and its Special Prosecutor/Inspector General works with local District Attorneys to prosecute criminal offenses involving allegations of abuse or neglect. The Justice Center notifies local district attorneys of all cases of abuse and neglect that occur in their jurisdiction. Justice Center advocates provide guidance and information to victims, their families, personal representatives, and guardians about the reporting and investigation process, offer support during criminal court proceedings, and are available to accompany victims during interviews and court appearances
