CHAMP
Community Health Access to Addiction and Mental Healthcare Project (CHAMP)
FCCS is pleased to be part of the statewide network of providers for the Community Health Access to Addiction and Mental Healthcare Project (CHAMP). CHAMP is designed to help individuals and their families resolve issues in accessing substance use disorder and mental health services including issues related to insurance coverage. FCCS provides CHAMP services to individuals living in Broome, Cortland, Madison and Tioga counties.
CHAMP is a free and confidential program that can help you with
- Switching or enrolling in health insurance
- Understanding what mental health and substance use disorder benefits are covered by your insurance and how to access them
- Finding mental health and substance use disorder providers
- Assisting you with obtaining needed approvals (such as prior authorizations, additional services, and out-of-network services)
- Appealing denials of mental health and substance use disorder services and medications
- Providing referrals
- Conducting education and outreach sessions for consumers, health advocates and treatment providers
- Identifying and addressing parity and other legal violations

CHAMP is the New York State independent health insurance ombudsman program. CHAMP is a joint program of the NYS Office of Addiction Supports and Services and Office of Mental Health in partnership with the Community Service Society of New York, Legal Action Center, New York State Council for Community Behavioral Healthcare, and Medicare Rights Center, as well as five community-based organizations.
